All drivers of motorcycles, motorscooters, all-terrain vehicles and snowmachines under the age of eighteen, and all passengers shall be required to wear DOT approved crash helmets when utilizing aforementioned vehicles within city limits.

Penalties for violations of this chapter are levied against the parent or legal guardian of the minor and are a fifty dollar fine for the first offense, a seventy-five dollar fine for the second offense and a one hundred fifty dollar fine for the third and subsequent offenses, plus any surcharge required to be imposed for each violation by AS 12.55.039.
