A. 
There is hereby created the Columbiana Beautification Board. This Board shall act in an advisory capacity to the Mayor and Council in regard to the matters set out in this section. The Board shall not have the right to sue or be sued, but shall have the right to have or to hold property or raise and expend money.
B. 
The Beautification Board shall study, investigate, develop and propose plans for improving the health, sanitation, safety and cleanliness of the City by beautifying the streets, highways, alleys, lots, yards and other similar places. The Board shall recommend those plans which it deems proper to the agencies of the City for the beautification of the City and otherwise promote public interest in the general improvement of the appearance of the City.

The Beautification Board shall consist of nine members appointed by the Council. Each member shall be over 21 years of age and a resident of the City. Civic clubs are not entitled to have club representatives on the Board, but a member of a civic club may be appointed as a Board member. Each member shall be appointed for a term of three years to begin as of October 1st of the year in which appointed, except that three members shall be appointed to a three-year term beginning as of October 1, 1986, and three members shall be appointed to a two-year term beginning as of October 1, 1986, and three members shall be appointed to a one-year term beginning as of October 1, 1986. Appointments to fill a vacancy may be made for the unexpired term at any time by the Council.

Six members of the Beautification Board shall constitute a quorum for any meeting. The Board shall hold regular meetings once each month on a date determined by the Board. Special meetings may be called by the Chairperson upon five days' written notice to the members, which notice shall be sufficient if mailed, postage prepaid, addressed to each member, six days prior to such special meetings. Special meetings may also be held at any time upon written waiver of notice executed by each member of the Board.

A Chairperson, Vice Chairperson, Secretary, and Treasurer shall be elected by the members of the Beautification Board at the first regular meeting at which a quorum is present after May 1st of each year for a term of office to begin October 1st of such year and terminate on September 30th of the following year, except for the initial officers, who shall be elected at the first regular meeting at which a quorum is present after the establishment of the Board.

The members of the Beautification Board and the officers thereof shall receive no compensation whatever for their services thereon, nor shall they receive compensation of per diem for attending meetings. The Board shall have no authority to act for or to obligate the City or any official or agency thereof in any matters whatsoever.
