There is created a department of city planning and development within the office of the city manager, the head of which department shall be the planning and development assistant of the city manager.
The planning and development assistant shall be a person qualified by training and experience and demonstrated ability to manage the affairs of the department. The planning and development assistant shall be appointed by the city manager in conformance with the provisions of Section 2.12.060.

The functions and responsibility of the city planning and development assistant shall be:
Assist the city planning commission in the preparation, maintenance and regular review and revision of the comprehensive long-term general plan for the physical development of the city in accordance with the provisions of the state planning and zoning law;
Assist the city planning commission in the administration of the zoning ordinance, the subdivision ordinance, the state planning and zoning law and any other laws, regulations or policies of the city as directed by the city manager;
As directed, assist the city manager in the preparation of studies and reports relating to the development and location of public buildings in the civic services center and on other public properties;
Act as administrative assistant or secretary to the city commissions, boards or committees as directed by the city manager. Prepare research reports and make technical studies in connection with the work of these committees;
Assist the city manager, as requested, in the preparation of reports, research material and administrative studies related to the review and analysis of governmental activities serving within the city;
When directed by the city manager, act as the responsible department for the preparation of plans and programs for the clearance and rehabilitation of slum or blighted areas within the city and for the administration of any urban renewal program;
Cooperate with local social planning agencies by coordinating the plans for the physical development of the community with the programs and objectives of these agencies;
Enter upon any land, at reasonable times and in such manner as to cause no injury to any land, when necessary to make examinations and surveys related to the functions of the department;
Promote public understanding of the comprehensive general plan for the city and purpose and objectives of planning, zoning and related programs developed and administered by the department;
