The entire incorporated area of the City is established as the Carmel Fire District.

The following fire zones are established within the Carmel Fire District:
A.
Fire Zone 3. All of those parts of the City encompassed within R-1, P-1, and P-2 districts as shown in the zoning map of the City, except areas within R-1 district used or intended for use as other than a single-family dwelling;
B.
Fire Zone 2. All of those parts of the City not included in Fire Zone 3 and all areas within district R-1 used or intended for use as other than a single-family dwelling.
