There is established herein a reserve police officer program. Reserve officers are appointed by the police chief in compliance with applicable provisions of state law and the Washington Administrative Code. Individuals must meet the requirements of RCW 43.101.095 and Chapter 139-07 WAC. Officers function under the chief's supervision, which may be delegated through a regularly appointed police officer.

(a) 
Prior to serving in any law enforcement capacity, without supervision, reserve officer candidates must do the following:
(1) 
Complete an appropriate police academy curriculum and receive reserve officer certification by the Washington State Criminal Justice Training Commission.
(2) 
Comply with all provisions of WAC 139-05-810(3).
(3) 
Complete the field training program demonstrating actual or potential ability to execute the police mission.
(4) 
Be appointed reserve police officer by the police chief.
(b) 
Having complied with the foregoing, the reserve officer may execute the same duties and responsibilities as regularly appointed Connell police officers, except those specifically prohibited by law.

To be eligible for membership in the reserve police officer program, each applicant must:
(a) 
File application with the police chief;
(b) 
Evince a willingness to serve, over each calendar year, an average minimum monthly duty hours as established by the chief;
(c) 
Comply with the provisions of Section 2.24.020;
(d) 
Hold U.S. citizenship;
(e) 
Be of minimum age of twenty-one years;
(f) 
Be trustworthy and of good moral character;
(g) 
Not have been convicted of a felony or any offense involving moral turpitude;
(h) 
Not be a member of any group or organization that, nor be of the moral persuasion that, prevents the bearing of arms in the defense of the United States;
(i) 
Have a valid motor vehicle operator's license with no D.W.I. convictions within the last five years;
(j) 
Complete a first aid class within six months of being hired;
(k) 
Within six months of hiring date complete a training course established by the police chief;
(l) 
Within one year from date of hiring complete and pass an approved police reserve academy course;
(m) 
Attend regular reserve meetings and training sessions, or receive equivalent substitute training as to the latter.

The city may furnish each reserve officer with identification card, badge and uniform and equipment items. The badge may be worn only with an authorized uniform. The identification card may not be displayed except when the officer is executing duties on behalf of the city of Connell. It may not otherwise be presented for any reason. Police badge is to be worn only when the reserve policeman is authorized to wear the prescribed uniform.

The police chief may revoke participation in the program for cause. Upon separation, the affected officer shall promptly return all city-owned issued equipment items, including those items usable only by the officer, e.g., identification card, and ballistic vest.

The police chief is the commanding officer of the reserve officers.
He shall:
(a) 
Establish a training program;
(b) 
Promulgate directives conduct of members and prescribing the uniform;
(c) 
Supervise their performance of duty. The police chief may appoint a subordinate officer to provide such supervision.

Reserve officers enjoy the powers vested in them by the police chief or as provided by law, and no others.

Reserve officers serve without compensation but the city council may, in its discretion, pay all or part of the cost of furnishing uniforms and equipment when the appropriation therefor has been indicated as an item in the city budget. Reserve officers may be compensated for hours worked if preapproved by the police chief.

The state, by Chapter 41.24 RCW, provides benefits to volunteer firefighters through the Volunteer Firefighters' Relief and Pension Act, and these benefits have been expanded to include qualifying reserve police officers.
"Reserve police officers"
shall be defined as "reserve officer" as set forth by the Washington State Criminal Justice Training Commission in Chapter 43.101 RCW.
The State Board for Volunteer Firefighters administers the Volunteer Firefighters' Relief and Pension Act.

The city shall allow participation in the volunteer firefighters' relief and pension plan, administered by the State Board of Volunteer Firefighters, by qualifying reserve police officers under the following conditions:
To count and pay the cost of all credit for service as a reserve officer and to pay pension fees at the option of the member, who must agree to pay his/her portion of the fees, plus interest, at an actuarial rate to be determined by state board. Any portion of back fees may be assigned by the municipality to be paid by the member.

All other terms and conditions of Chapter 2.44, Volunteer Firemen's Relief and Pension Act, shall apply to the participation by reserve police officers in the volunteer firefighters' relief and pension plan.
