Whenever the condition of any street, alley or thoroughfare of the city, either newly or previously constructed, altered, repaired or improved, or any part thereof, is such that for any reason its use or continued use by vehicles will greatly damage it or will be dangerous to traffic thereon, or when it is being constructed, altered, repaired, improved or maintained in such a manner as to require that such street, alley or thoroughfare, or any portion thereof, be closed to travel by all vehicles or by any class of vehicles for any period of time, the city council may by resolution close such street, alley or thoroughfare to travel by all vehicles or any class of vehicles for a definite period as it shall determine.

Vehicles may be classified according to gross weight, axle weight, height, width, length, braking area, performance or tire equipment for the purpose of this chapter.

As a seasonal restriction or otherwise, the city council may close, or restrict the travel on any city street, alley or thoroughfare, of all vehicles whose gross width (vehicle and load) exceeds the load limits set forth below:

(b) 
High pressure pneumatic tires shall have the same rating as set forth in the above table.
(c) 
No allowance will be made for any second rear axle that is suspended from the frame of a vehicle independent of the regular driving axle, and commonly known as a "rigid trail axle." Allowance will be made for single tires only, on the front axle of any truck.
(d) 
The load distribution on any one axle of any vehicle shall be such that it will not load the tires on the axle in excess of the prescribed load set forth in this chapter; provided that a truck, truck tractor, passenger bus or school bus having conventional ten by twenty tires or eleven by twenty-two five tires, or larger, may carry a maximum load of ten thousand pounds on the front axle over any city street placed under regular winter restrictions.
(e) 
Should there be evidence that any truck supplying motive power for any type of trailer is inadequate to handle with safety the specified maximum load for such trailer, the load on the trailer shall be reduced sufficiently to allow the truck and trailer to operate with safety. Any loading in excess of the specified maximum load will be considered a violation of this chapter.

Before any city street, alley or thoroughfare is closed to all or any class of vehicles, a notice of the date on and after which such street, alley or thoroughfare or any part thereof shall be closed and the definite period of the closing and the nature thereof shall be published in one issue of the official city newspaper.
A like notice shall be posted on or before the date of publication in a conspicuous place at each end of the street or way to be closed. No such street, alley or thoroughfare shall be closed sooner than three days after the publication and posting of the notice.

In cases of emergency any portion of a city street, alley or thoroughfare may be closed to such use immediately and without publication of notice, by posting a notice thereof at each end of the closed portion of the street or thoroughfare.

Any person who uses a public street, alley or thoroughfare or portion thereof duly closed as provided in this chapter is guilty of a misdemeanor, and shall be punished by a fine of not to exceed two hundred fifty dollars or a jail term of not to exceed sixty days or both, and such person and/or his employer is liable to a civil action for any damages occasioned to the street, alley or thoroughfare by such wrongful use.

To prevent excessive damage and maintenance on any street or for the purpose of traffic safety or both, certain streets may be restricted or closed to through traffic by heavy vehicles or trucks of a specified weight by notice and posting as herein provided, but permitting limited use for ingress and egress by heavy vehicles for servicing public utilities or local deliveries of necessary services or merchandise.
