The purpose of the RL district is to establish areas for low density, single-family residential buildings; to stabilize and protect residential districts; and to promote and encourage a suitable environment for family life in an urban setting.

The following are the only uses permitted in an RL district:
(1) 
One single-family dwelling per lot;
(2) 
One manufactured home per parcel in accord with Section 17.19.180 and subject to Chapter 18.08;
(3) 
Accessory uses and structures related to a permitted use in accord with Chapter 17.22;
(4) 
Child day care in accord with Section 17.19.150;
(5) 
Boarding/rooming houses of not more than three persons in accord with Section 17.19.110;
(6) 
Adult family home;
(7) 
Group home for handicapped persons in accord with Section 17.19.160;
(8) 
Accessory dwelling unit (attached) in accord with Section 17.19.130; and
(9) 
Family day care.

The following uses require a conditional use permit in accord with Chapter 17.23:
(1) 
Public and quasi-public uses;
(2) 
Home occupations in accord with Section 17.19.190;
(3) 
Nursery schools and day care facilities in accord with Section 17.19.140;
(4) 
Rooming and boarding of three or more persons in accord with Section 17.19.110; and
(5) 
ADU (detached) in accord with Section 17.19.130.

In addition to the specific regulations set forth in this title and the development standards set forth in or adopted by this code, development standards in the RL district shall include:
(1) 
Minimum lot area: seven thousand two hundred square feet;
(2) 
Minimum lot width: sixty feet;
(3) 
Minimum setbacks: street frontage—twenty feet; side—five feet on one side and ten feet on the garage side; rear—twenty feet (for corner lots see Section 17.21.080);
(4) 
Maximum building height: thirty-five feet; and
(5) 
Off-street parking: residential—two spaces per dwelling unit; other uses—in accord with Chapter 17.20.
