A. 
No person, firm or corporation shall stop, stand or park a motor vehicle or any other vehicle except when necessary to avoid conflict with other traffic, or in compliance with directions of a peace officer, in any of the following places:
1. 
On a sidewalk or walkway, except when specifically permitted by the chief of police.
2. 
In front of a public or private driveway within five feet from the end of the curb radius leading thereto.
3. 
Within an intersection.
4. 
On a crosswalk.
5. 
Within 15 feet of a fire hydrant.
6. 
On any place official signs prohibit stopping.
7. 
Within the paved roadway (curbface to curbface) of "A" Street from SR 101 southerly to First Street.
8. 
On any public parking area for more than a 24-hour period at any one location unless it is at the vehicle owner's residence or place of business or a limited time frame designated and posted by the city supervisor such as but not limited to 24-hour, four-hour, two-hour or 15-minute parking.
9. 
On any city street, parking lot, alley, city right-of-way or any public property any vehicle or trailer that is unlicensed or not currently licensed or not in full compliance with the requirements of Chapter 46.30 RCW, Financial Responsibility.
10. 
On any highway, city street, city parking lot, alleyway, city right-of-way or any public property any vehicle or trailer that is extensively damaged, including but not limited to a broken windshield, missing wheels, tires, motor, transmission or is not equipped as required for legal operation on public highways as set forth in Chapter 46.37 RCW and pertinent sections of the Washington Administrative Code (WAC).
11. 
On any highway, the highway's designated right-of-way or adjacent to any commercially zoned or commercial with conditional use zoned property for more than 24 consecutive hours if it is a privately owned vehicle, motor home or trailer, with or without boat attached. Said 24-hour period may occur no more than once per month.
12. 
On any street, public right-of-way, or public property located adjacent to any property not zoned commercial or commercial with conditional use for more than 72 consecutive hours without approval from the city supervisor or the chief of police. Any exception is limited to no more than 168 hours (one week). This extended parking may only occur once per month and cannot block any public or private property's views.
B. 
The parking prohibitions of subsection (A) of this section do not apply if the parked motor vehicle or other vehicle is the property of the adjacent property owner or renter, has a valid license and is operable.

A. 
Willapa Avenue. On the east side of Willapa Avenue 30-degree diagonal parking will be allowed from First Street northerly to the alley. The rest of the street shall be parallel parking.
B. 
Central Avenue. From SR 101 to First Street on east side and from the alley to First Street on west side of Central Avenue 30-degree diagonal parking will be allowed.
C. 
First Street. Diagonal parking will be allowed only on the north side of First Street from the alley connecting to First Street in Block 18, Corrected Plat of South Bend to Central Avenue.

A load limit of 15 tons gross vehicle weight is hereby established upon the streets of the city of South Bend except as hereinafter provided:
A. 
Legal highway load limit (nontolerance) shall be allowed upon the streets within the city of South Bend:
1. 
Willapa Avenue, SR 101 southerly to city limits;
2. 
Oregon Street, SR 101 easterly to Monroe Street;
3. 
Monroe Street, SR 101 southerly to Oregon Street;
4. 
Quincy Street, SR 101 southerly to Broadway;
5. 
Summit Avenue, SR 101 northerly to Wyoming Street;
6. 
Harrison Street, SR 101 southerly to Old Raymond/South Bend Highway intersection.
B. 
Legal highway load limits (nontolerance) shall be permitted upon all streets and alleys for the purpose of making local deliveries to businesses and residences within the city of South Bend. Local delivery is construed to mean that delivery in which the product(s) shall be off-loaded at a destination located within the city at an address not abutting upon the hereinabove exempted streets.
C. 
A special road use permit may be obtained for those vehicles requiring access over, upon or across city rights-of-way when not exempted by subsections (A) or (B) of this section. Such permits shall be issued upon the following conditions:
1. 
No practical alternate routing is available.
2. 
Dry weather road conditions exist.
3. 
A damage bond deemed adequate by the city supervisor to protect the public interest is posted. The bond may be waived in case of an emergency. An emergency threat to human life or property exists requiring access.

A. 
Limitation on Use of Parking Area. The city supervisor shall have the authority to prohibit parking in any parking areas in the city rights-of-way deemed to be structurally inadequate to withstand vehicular weights without damage to said area or for any other reasonable cause.
B. 
Requirements for Development of Parking Areas.
1. 
Parking areas may be developed upon city rights-of-way pursuant to the provision of Chapter 12.50 SBMC.
2. 
All costs associated with the development of parking areas upon the rights-of-way shall be borne by the property owner.
C. 
Damage to Parking Areas. Any person damaging any parking area in the public rights-of-way shall be civilly liable to the city of South Bend for the expense of restoring said parking areas to the condition they were in before said damage occurred.

The chief of police of the city of South Bend is hereby authorized and it is his duty to see to it that there shall be placed and maintained such traffic signs, signals and devices as may be necessary to carry out the rules and regulations as provided in this chapter, and which shall include posting signs and painting curbs, wherever necessary to evidence the fact of the rules and regulations and to see to it that said rules and regulations are enforced.

A. 
Any act which violates any provision of this chapter except SBMC § 10.20.030 shall be deemed to have committed a civil infraction. Any act which violates any provision of SBMC § 10.20.030 shall be deemed to have committed a misdemeanor.
B. 
Any person, firm or corporation having been found to have committed a civil infraction under this chapter shall be punished by a fine not to exceed the sum of $20.00. Any person, firm or corporation adjudged guilty of a misdemeanor under this chapter shall be punished by a fine not to exceed the sum of $1,000 or imprisonment for a period not to exceed 90 days or both.
C. 
When any vehicle, motor home, or trailer, with or without boat attached, is stopped, parked or stands in violation of SBMC § 10.20.010, that vehicle, motor home, or trailer shall be deemed a hazard or obstruction or abandoned and may be impounded at the cost of the registered owner and/or a fine may be levied against the registered owner.
