Pursuant to chapter 35A.34 RCW, there is hereby established a biennial budget for the City of Des Moines, beginning with the biennium starting January 1, 2025. The 2025-2026 biennial budget and all subsequent budgets shall be prepared, considered, and adopted under the provisions of this chapter and chapter 35A.34 RCW.

Pursuant to chapter 35A.34 RCW the City Council hereby provides for mid-biennial review and modification of each biennial budget. The modification shall occur no sooner than eight months after the start, but no later than the conclusion of the first year of the biennium, as follows:
(1) 
No sooner than eight months after the start of the fiscal biennium, the City Manager shall prepare a proposed budget modification and shall provide for publication of notice of hearings consistent with publication of notices for adoption of other ordinances of the City of Des Moines.
(2) 
The City Manager's proposed budget modification shall be submitted to the City Council and shall be filed with the City Clerk as a public record to be made available to the public prior to consideration by the City Council.
(3) 
A public hearing regarding the modification shall be advertised at least once and shall be held at a regular City Council meeting no later than the first regular Council meeting in December and may be continued from time to time. At such a hearing or thereafter, the Council may consider a proposed ordinance to carry out such modifications, which such ordinance shall be subject to the provisions of chapter 35A.34 RCW.
(4) 
A complete copy of the budget modification as adopted shall be transmitted to the state auditor and to the Association of Washington Cities.
