All meetings of the city council shall be held at 21630 - 11th Avenue South, which is designated as the location of the City Hall, except that, when necessary, the city council may hold meetings at other places.

(1)
The regular meetings of the City Council are held every Thursday, with the meetings convening at 6:00 p.m.; except, when the regular meeting date falls on a legal holiday the meeting is canceled and the City Council shall not meet.
(2)
The presiding officer may cancel a regular meeting at the presiding officer's discretion as the business of the City Council requires; except, the City Council shall meet at least once each month.

The city clerk shall prepare a preliminary agenda for each regular meeting of the city council. Such agenda shall include all ordinances that could be enacted.
(2)
The city clerk shall cause copies of the preliminary agenda to be posted pursuant to DMMC § 1.08.010 not less than 72 hours before a regular meeting of the city council.
(3)
The city clerk shall mail a copy of the preliminary agenda to those organizations or individuals which have submitted a written request. The city manager shall have discretion to assess a fee for such mailings to defray costs.
