No person, corporation, partnership or association shall keep bees within the City without a written permit to do so from the Health Officer of the City, which permit shall only be issued by such officer after a written application has been submitted to such officer by the would-be beekeeper setting forth the following information:
A.
Name and address of applicant;
B.
Location and dimensions of lot or parcel of land where applicant proposes to keep bees;
C.
Whether the applicant proposes to keep bees as a hobby, for the production of honey for the use of applicant and applicant's family, or for sale or commercial purposes;
D.
The number of hives the applicant proposes to keep and the distance from the property lines of applicant's property where such hives are to be placed.
