A. 
Members of the Council, elected as provided by the Charter, for terms beginning January 1, 1984, shall be paid in accordance with the Annual Salary Ordinance in the same manner as all other officers and employees.

The Council, at its first meeting on or after January 1 of any year, shall elect a President of the Council from among its members to serve for a term of one year or until the election and qualification of his/her successor. In the absence of the President of the Council, the Council shall elect a temporary presiding officer who shall have the functions, powers and duties of the President during his/her absence. Upon the arrival of the President, the officer presiding shall relinquish the chair immediately upon the conclusion of the particular item of the business before the Council.
Members-elect of the Council shall be notified of all Council meetings to be held between election day and the date of organization, the same as incumbents. They shall be entitled to attend all such meetings and to participate in all premeeting conferences without vote.
The Council will exercise all powers and perform all duties granted by the Optional Municipal Charter Law, P.L. 1950, c. 210,[1] and by general law, which are not otherwise delegated by the Administrative Code.

A. 
All meetings, including premeeting conferences, shall be public and held at times and places fixed by the Council, in accordance with the Open Public Meetings Act (N.J.S.A. 10:4-6 et seq.). Exceptions, if any, shall be as authorized therein.
B. 
Regular meetings.
(1) 
The Council shall conduct combined meetings (regular and work session) twice a month, except during the months of June, July, and August, when only one combined meeting will be held. Combined meetings shall be held on Monday evenings at 7:00 p.m. on dates established by resolution of the Council. Each combined meeting shall run continuously from start to finish. If a meeting falls on a holiday, it shall be held on the following Tuesday.
(2) 
Special meetings. The Mayor may, and upon the written request of a majority of Council members shall, call a special meeting of the Council. The Mayor shall specify the purpose of the special meeting, and with the exception of a Bill List. no other business shall be considered at such meeting.
(3) 
The call for a special meeting shall be filed with the Township Clerk during regular business hours at least 48 hours prior to the scheduled meeting time. The Clerk shall promptly notify each Council member by email and telephone, if possible, at the contact information provided in writing by each member. The Clerk shall also release copies of the call to the press and post at least one copy in a prominent location near the entrance to the Clerk's office.
C. 
Premeeting conferences. The Council may hold premeeting conferences in preparation for regular meetings as permitted by law.
