The Parks and Recreation Department is created and shall be under the supervision of the Parks and Recreation Director who shall report directly to the Mayor. The Director shall be appointed by the Mayor, subject to confirmation by a majority of the members of the City Council. The Recreation Department shall be responsible for:

Development and implementation of a comprehensive parks and recreation program to meet community needs;
2.
Drafting of long range parks acquisitions and development programs;
3.
Serve as an advisory to the Park Commission and various ad hoc advisory committees;
4.
Exercising general supervision over the maintenance of the municipal parks and golf course(s).
