Any regular employee of the city who shall during any war in which the United States may become involved, enlist or be drafted in any branch or department of the military or naval services of the United States, shall retain his standing and eligibility as a city employee, and upon receipt of an honorable discharge from the service of the United States, said employee upon reporting for duty within ninety days after his discharge, in an able-bodied condition shall be reinstated in his position as an employee of the city.
