Material from septic tanks and cesspools shall be disposed of within the town only in the area owned or controlled by the town and designated as available for such purposes by the director of health. Only such material collected from septic tanks and cesspools within the town shall be disposed of in such area.

The director of health is hereby authorized and directed to adopt such rules and regulations as may be reasonably required to insure that the disposal of material from septic tanks and cesspools shall be done in such manner as will safeguard the public health.

The provisions of this article are in addition to and not in derogation of any provision of the state public health code nor of any general or special act of the state having to do with the disposal of material from septic tanks and cesspools.
