The position of community development director is hereby created and established. The position of community development director shall be appointed by the mayor, subject to confirmation by a majority vote of the members of the city council and approval of the community development director's employment agreement.

The qualifications and duties of the community development director shall be established by the city council.

The salary of the community development director shall be the amount established by the city council in an employment agreement executed between the city and the community development director.
