All reserve officers upon appointment shall be issued a special commission by the mayor. Upon appointment and while performing assigned duty, a reserve police officer shall have the authority to issue citations, to make arrests, as permitted by law within the city, and to take into custody any person who commits, in the presence of the reserve police officer or within his view, any breach of the peace or offense prohibited by the laws of the state or by ordinances of the city and to summon aid and exercise all other powers necessary and requisite for the prevention of disorders or the apprehension of offenders.
