Prior to the location, relocation, establishment, or occupancy of any manufactured home, the owner, or the authorized representative of the owner, shall secure a permit for such action from the development services department, as follows:
A. Application for such a permit shall be made on forms prescribed by the development services department.
B. A nonrefundable application fee of $150.00 shall be submitted with the application. This fee shall be in addition to fees required for other necessary permits.
C. Applicants shall be required to:
1. Provide a plot plan showing manufactured home dimensions and locations and distances to the nearest structures on adjoining property;
2. Have approval for connection to the sewage and water systems;
3. Meet all conditions of the manufactured home park or subdivision approval, as applicable;
4. Submit to an on-site inspection consisting of setbacks, anchoring system, foundation, utility connections, and accessory structures, as applicable;
5. Provide the building official with a copy of the manufacturer's HUD-approved installation instructions, if applicable. If no installation instructions are available, a report submitted by a professional engineer or architect licensed in the state of Washington and indicating sufficient installation may be accepted subject to the approval of the building official.
