The purpose of the resource protection district (RES) is to implement the goals and policies of the Sumner comprehensive plan:
A. 
To protect natural resources such as agricultural, mineral resource, fish and wildlife habitat areas from the intrusion of non-resource based development;
B. 
To promote the conservation of natural resource lands and related activities or operations; and
C. 
To maintain large areas free of impervious surfaces in order to increase the potential for natural infiltration of rainfall and the retention of natural drainage water patterns, minimizing the need for storm water facilities and increasing the protection of ground water resources.

Permitted principal uses in the RES (resource protection) district are as follows:
A. 
Agriculture, floriculture, horticulture, general farming, dairying, poultry raising, stock raising, and other agricultural land uses;
B. 
The cultivation, harvest and production of forest products or any forest cFrop, including, but not limited to, timber, ferns, moss, boughs, bark, berries, nuts, tree fruits, nursery stock and Christmas trees;
C. 
Minor utility facilities;
D. 
Public nature trails and interpretive facilities;
E. 
Streets;
F. 
Wetland mitigation banks, and wildlife habitat mitigation and conservation projects;
G. 
Wireless communication facilities subject to the standards of chapter 18.37 SMC.

Permitted accessory uses in the RES district are as follows:
A. 
Parking and utilities required for the primary use;
B. 
Detached buildings accessory to the permitted uses; provided, they shall not exceed one story in height with the exception of barns and silos; and provided, that any structure housing animals or fowl shall maintain a minimum setback of 50 feet from adjoining properties.

The following uses are permitted on any parcel of land within the resource protection district subject to the issuance of a conditional use permit:
A. 
Wireless communication facilities subject to the standards of chapter 18.37 SMC;
B. 
Cemeteries;
C. 
Commercial recreational fields and/or clubs, such as athletic clubs, baseball fields, golf driving ranges;
D. 
Community clubs;
E. 
Golf courses;
F. 
Parks and playgrounds, excluding artificially surfaced sports fields;
G. 
Major utility facilities;
H. 
Mineral extraction uses (see performance standards per SMC § 18.08.080(A));
I. 
Outdoor, uncovered private recreational facilities, excluding artificially surfaced sports fields;
J. 
Public facilities;
K. 
Riding stables;
L. 
Utility yard;
M. 
Water towers and water supply plants.

Any use or structure not listed under permitted principal, accessory or conditional uses is prohibited in the RES district unless authorized in chapter 18.36 or 18.46 SMC, or an applied overlay district of this title.

The following special conditions apply in the RES district:
A. 
The slaughtering and dressing only of animals raised on the premises is permitted.
B. 
Provisions must be made for disposal of manure and other organic waste in such a manner as to avoid pollution of ground water of any lake, river or stream, as well as provision for control of offensive odors according to best management practices.

The following property development standards apply in the RES district when base district is not combined with the cluster overlay district:
A. 
Minimum lot area per building site: 20 acres or 871,200 square feet;
B. 
Lot width in feet: 150;
C. 
Front yard setback in feet: 35;
D. 
Rear yard setback in feet: 40;
E. 
Interior side yard setback in feet: 10; livestock structures: 50 feet from all lot lines;
F. 
Street side yard setback in feet: 15;
G. 
Maximum building height in feet: 35; silos and barns: 50;
H. 
Maximum lot coverage: 25 percent;
I. 
Required off-street parking: two covered;
J. 
Minimum street frontage in feet: 60.

A. 
A mineral extraction use shall:
1. 
Comply with the noise control code in chapter 8.14 SMC;
2. 
Not produce light, glare or vibration in any amount determined to constitute a public or private nuisance under local or state laws or to disturb the peace, quiet, and comfort of neighboring residents, businesses or other property owners;
3. 
Meet or exceed regional, state, and federal air and emission levels;
4. 
Screen all mechanical devices from surrounding properties and public streets;
5. 
Be consistent with the city's comprehensive plan maps;
6. 
Utilize best available control technologies;
7. 
Only be permitted on property that is designated as mineral resource land pursuant to chapter 16.44 SMC; and
8. 
Require loaded trucks leaving the site to be covered, using best available technology.
