The following administrative departments are created and shall be responsible to the city manager unless otherwise provided in this code or by the charter:

Administrative services.
(2) 
City clerk.
(3) 
Finance.
(4) 
Fire.
(5) 
Health.
(6) 
Law.
(7) 
Parks and recreation.
(8) 
Development services.
(9) 
Police.
(10) 
Public works.
(11) 
Multi-purpose events center.

All of the administrative work of the city government shall be under the control of the city manager, excepting such functions as are by the city Charter or in accordance with appropriate ordinances assigned otherwise.
