It is unlawful for any person under 16 years of age to operate a motorcycle on private property zoned for residential use in the city, unless the operator resides as a permanent resident upon that lot, tract or parcel upon which the motorcycle is being operated.
(1) 
This section shall not be applicable to a guest of a lawful resident of said lot, tract or parcel who is operating a motorcycle owned by the lawful resident of the lot, tract or parcel.
(2) 
Property zoned for residential use, as used in this section, shall be defined as property zoned residential district RL, RH, MF-20, OS and GB.

In the event of the violation of POMC § 11.04.010, the police department shall have the right to impound the motorcycle involved in the violation for a period of not more than 72 hours to ascertain and investigate ownership of the vehicle and possessory rights therein and the occupants thereof. To secure a release of the motorcycle, the police department shall be entitled to reimbursement for all reasonable expenses incurred in impounding the motorcycle and the storage thereof; provided, however, such expense shall not exceed the sum of $12.00 per impoundment.

It is unlawful for any person to operate any gas-powered vehicle in the city without an operating muffling device which shall effectively blend the exhaust and motor noise so as to preclude excessive or unusual noise. For the purposes of this section, any noise is excessive which is in excess of 82 decibels on the A scale at 100 feet in accordance with the testing procedures established by the Washington State Patrol.

It is unlawful for any person to cause unnecessary noise to emanate from any motor vehicle either upon the public streets or parked in reasonably close proximity thereto within the corporate limits of Port Orchard. Such shall include but not be limited to unnecessary engine noise, the unnecessary tooting or honking of horns or other noisemaking devices and unreasonably loud noise emanating from radios, tape recorders or other such devices located in or on such motor vehicle.

(1) 
No person upon roller skates, or riding in or by means of any coaster, toy vehicle, or similar device, shall go upon any roadway except while crossing a street on a crosswalk, and when so crossing, such person shall be granted all of the rights and shall be subject to all of the duties applicable to pedestrians. This section shall not apply upon any street during the period such street is set aside for a lawful parade or similar function.
(2) 
It is unlawful to tow any person upon any device described in subsection (1) behind a motor vehicle within the city limits except at a lawful parade or similar function.

(1) 
It shall be a civil infraction for any person to use a skateboard in violation of the provisions of this section.
(a) 
No person shall ride a skateboard on the public streets, sidewalks, alleys, walkways, docks, buildings or parks within the central business district defined as the area bound by Port Orchard Boulevard on the west side and Maple Street on the east side and the south side of Bay Street to the waterfront. Also Cline Street to Division Street, Sidney Avenue to Division Street and Port Orchard Boulevard to Tremont Street.
(b) 
Whenever any person is riding a skateboard upon a sidewalk of the city which is not in an area prohibited by subsection (1)(a) of this section, such person shall at all times exercise due care to avoid colliding with any pedestrian and shall operate the same in a careful and prudent manner at a rate of speed no greater than is reasonable and proper under the conditions existing at the point of operation, taking into account the width and condition of the surface. When riding a skateboard would endanger or unreasonably inconvenience pedestrians or vehicular traffic, such person shall stop and carry the skateboard.
(c) 
Whenever any person is riding a skateboard upon a sidewalk of the city, such person shall yield the right-of-way to all pedestrians and shall maintain foot control with the pavement within 10 feet of any pedestrian.
(d) 
No person shall leave a skateboard upon a sidewalk or street in such a manner as to obstruct pedestrian traffic or vehicular traffic emerging from alleys or driveways.
(2) 
Violations – Penalty. Upon determination that a violation under this section has been committed, such violations shall be punishable by a fine not exceeding $50.00.
