The purpose of this chapter is to provide for the health, safety, and general welfare of the citizens of Port Orchard and to protect and enhance the water quality of watercourses and water bodies through the regulation of nonstormwater discharges, dumping and illicit connections to the storm drain system to the maximum extent practicable as required by federal and state law. This chapter is established in compliance with the Federal Clean Water Act (Title 33 United States Code Section 1251 et seq.), the requirements of the city's National Pollutant Discharge Elimination System (NPDES) Western Washington Phase II Municipal Stormwater Permit, and the Port Orchard stormwater manuals as set out in Chapter 20.150 POMC.
The objectives of this chapter are:

To prohibit illicit connections and discharges to the municipal separate storm sewer system;
(3)
To establish legal authority to carry out all inspection, surveillance and monitoring procedures necessary to ensure compliance with this chapter; and
(4)
To establish enforcement processes and penalties for violations of this chapter.
