The purpose of this chapter is to promote staff efficiency in collecting payments due to the City and to ensure that accurate payment amounts are received by the City.

No officer or employee of the City who collects any fees, charges, fines, debts, or other payments shall be required to accept coins in any amount totaling more than $1.00 to satisfy any portion of a fee, charge, fine, debt, or other payment.

Notwithstanding HMC § 3.30.020, this chapter shall not affect the ability of a person to use coins to pay for parking at a functioning parking meter equipped to accept coins.
