The total number of tables allowed within the city shall be limited to a total of 32 tables. Each standard services cardroom, as defined in LMC §
5.20.010, is limited by LMC §
5.20.160(D) to a maximum of 10 tables. A cardroom operator may apply to the Chief of Police for an expanded services cardroom, as defined in LMC §

5.20.160(Q) to a maximum of 16 tables. If the cardroom has an existing development agreement and conditional use permit governing its use, the City, in its sole discretion, may require the cardroom to enter into an amended development agreement and conditional use permit.
When the Chief of Police determines that an additional card table is available based upon the total number of tables permitted in the City of Livermore, he or she shall give notice to existing validly licensed expanded services cardrooms having less than the maximum number of tables allowed pursuant to LMC §
5.20.160(Q) that they are eligible to apply for the additional card table. The City, in its sole discretion, may require the expanded services cardroom to enter into an amended development agreement and conditional use permit prior to approving an additional card table. An amended development agreement and conditional use permit may include but are not limited to amended terms, provision of public benefit, and conditions of approval. In the event that two or more expanded services cardrooms are equally eligible to receive the additional card table, the Chief of Police shall award the additional table by drawing lots.
In the event no eligible expanded services cardroom applies for the additional card table within 180 days after the Chief of Police delivers notice of its availability, the additional card table shall become available for use on a first come, first served basis by a new standard services cardroom obtaining a license consistent with the terms and conditions of this chapter.
