The purpose of this chapter is to provide for the orderly regulation of massage businesses in the interest of the public health, safety and welfare of the residents of the City of Livermore. The City recognizes the practice of massage as a valid professional field and wishes to support healthy massage therapy. While this chapter encourages legitimate business, it simultaneously seeks to prevent and eliminate unlawful activity which otherwise may become associated with illicit massage establishments and human trafficking. The intent of these regulations is to establish that no person shall perform or administer a massage for compensation in the City of Livermore, unless such person has in effect a valid certificate issued by the California Massage Therapy Council (CAMTC) and such person complies with state law and the requirements of this chapter.
This chapter relies upon the state certification process of the California Massage Therapy Council under California Business and Professions Code Section 4600 et seq. In addition, this chapter provides certain minimum standards for the operation of massage businesses.
