A.
The animal control officer shall be vested with peace officer powers while in the performance of his duties. The officer's duties shall include, but are not limited to, enforcing all state and city laws relating to the care, treatment and impounding of animals. The officer shall also be vested with the powers of deputy health officer pursuant to state law.
B.
The animal control officer shall make necessary arrests for violations of any of the provisions of this title. He shall enforce state laws relating to animals.
