Public Resources Code Section 42900 et seq. establishes the following:
A.
By September 1, 1994, a local agency must adopt an ordinance for collecting and loading recyclable materials in development projects or adopt the state model ordinance.

The local agency shall enforce the local ordinance or state model ordinance.
C.
Cities and counties must divert 50 percent of all solid waste by January 1, 2000, through source reduction, recycling and composting activities. Diverting 50 percent of all solid waste requires the participation of the residential, commercial, industrial and public sectors.
D.
The lack of adequate areas for collecting and loading recyclable materials compatible with surrounding land uses is a significant impediment to diverting solid waste and constitutes an urgent need for state and local agencies to address access to solid waste for source reduction, recycling and composting activities. This article is intended to help meet these needs.
E.
As well, this article establishes the requirements for providing solid waste, recyclable materials and compostable materials enclosure areas. It is intended that such areas be provided in order to obtain the consolidation of solid waste, recyclable materials and compostable materials for disposal or processing in a manner that will ensure the public health, safety and welfare.
