It is unlawful for any person to place or cause to be placed any foreign substance in any pond or fountain located in a public park, grounds or other public area. "Foreign substance" means and includes, but shall not be limited to, soap, detergent, chemicals of any kind, trash, or refuse of any kind whatsoever.
