The purpose of this article is to regulate special events occurring on public property, or on or within the public right-of-way, including parades, concerts, athletic events, public assemblies, and other special events. Special events can provide cultural enrichment, promote economic vitality and enhance community identity, while also providing funding opportunities for service organizations. The purpose of this chapter is to ensure the health and safety of event patrons, residents, workers and visitors, to prohibit unsafe or illegal activities from occurring at the special events and to protect the rights of the special event permit holders. It is also the intent of the Council to protect the rights of individuals to engage in expressive activities in public places and to establish the least restrictive and reasonable time, manner and place regulation of these activities.
