The term "person" as used in this chapter is deemed, and is declared, to include persons, firms, copartnerships, associations and corporations, or their agents or employees, and the term "supplying agency" includes all persons supplying electric service.

It is unlawful for any supplying agency to erect, maintain, use, continue to use, operate, or continue to operate any pole or overhead wire for the purpose of transmitting and/or distributing electricity along, across, or partly across the easterly side of El Camino Real in the city from the southeasterly corner of Hermosa Avenue to the northeasterly corner of Millbrae Avenue, excepting, however, electric wires of a continuous lead along any intersecting street, maintained, used and operated at such intersection, or alley or established right-of-way.

It is unlawful for any person owning real property on or along the easterly side of El Camino Real in the city from the southeasterly corner of Hermosa Avenue to the northeasterly corner of Millbrae Avenue to suspend or permit a supplying agency to suspend from his premises any overhead service wire connected with any overhead distribution line along said part of El Camino Real.
