The borough manager shall prepare for assembly approval a tariff to be applied at the Port of Bristol Bay. The tariff shall stipulate the fee schedules for all the appropriate uses of the port facility, equipment and surrounding area. The tariff shall be adopted by the assembly not earlier than fourteen days following its introduction and after seven days of public notice. Such notice to the public shall be given by posting a notice of the time and place of the assembly meeting at which the tariff is to be considered. No officer, department or board shall, without prior assembly approval, charge a fee of any amount not specified in the tariff.
