The Department of Public Works and Public Utilities may perform some or all appropriate functions associated with:
A. 
Maintaining, constructing, and reconstructing streets and drainage facilities.
B. 
Maintaining public buildings, marinas, boardwalk, grounds, including parks, recreation areas and gardens and shade trees, beaches, and beach paths.
C. 
Maintaining motorized equipment.
D. 
Installing, repairing, and maintaining traffic signals, signs, electronic equipment, and streetlights.
E. 
Performing solid waste collection, disposal, and recycling.
F. 
Performing snow removal.
G. 
Maintaining warehouse and warehouse inventory.
H. 
Maintaining and operating a sanitary sewer collection system.
I. 
Maintaining and operating a water treatment system.
J. 
Maintaining and operating a water distribution system.
K. 
Supervising the activities of any private contractor or contractors who are designated by the Borough to perform any of the functions that would otherwise be associated with the Department.
L. 
Such other duties as may be prescribed by the governing body.
The Department of Public Works and Public Utilities shall be headed by the Director of Public Works and Public Utilities ("DPWU") pursuant to applicable provisions of New Jersey law. The Director of Public Works shall be appointed by the Council Committee for Public Works (hereinafter known as the "Council Committee for Public Works and Public Utilities"). The term shall be for a calendar year, and any vacancy during the term shall be filled only for the unexpired term. The Director of Public Works shall report to the Administrator of the Borough and as required, with the Council Committee for Public Works and Utilities.
A. 
Qualifications.
(1) 
The Director of the Department of Public Works and Public Utilities (DPWU) shall have a minimum of five years of management and supervisory experience, preferably in the public sector, and shall have the ability to manage and administer all aspects of the various functions of the DPWU. In addition, the Director shall have and possess such other experience and qualifications as set forth in the Borough's job description for this position as that may be amended and supplemented from time to time.
(2) 
The Director of Public Works and Public Utilities may hold and possess a certification as a Certified Public Works Manager ("CPWM" or "certification"), but such certification is not a requirement for appointment, provided that at least one other employee of the DPWU holding a supervisory position holds such certification.
(3) 
While the Director is not required to possess a CPWM certification, it is nonetheless desirable that the Director pursue the requirements to obtain such certification in a timely manner.
B. 
Duties. The Director of the DPWU is responsible for oversight of all aspects of the DPWU including overseeing all administrative, supervisory, and operational functions of the Department, including, but not limited to, the following:
(1) 
The supervision and oversight of all division heads, supervisors, and all subordinate employees.
(2) 
Oversee and monitor performance by all third-party contractors performing service for the Borough in any and all matters pertaining to the DPWU and its function.
(3) 
Supervise all budgetary and financial management tasks of the DPWU including submitting annual budget requests, in consultation with other management personnel, for the operation of the Department and, upon approval of the budget, to monitor expenditures and purchases within the DPWU to comply with established budgetary appropriations and authorizations and, in this regard, to work closely with the Borough's Chief Financial Officer; to approve all purchase orders issued by the DPWU and require same to be processed in accordance with Borough procedures.
(4) 
Recommend and participate in the development of the Borough's Capital Budget for Public Works Projects.
(5) 
Assist in the management of all human resources aspects of the DPWU in coordination with the Borough Administrator/Assistant Administrator/Human Resources Officer including but not limited to the hiring, promotion, transfer and dismissal of Department personnel and the periodic and timely completion of all departmental employee performance reviews; providing documentation on a current basis for the timely update of employee personnel files; and the approval of weekly payroll, including overtime, and the approval of vacations, approved leaves, time off, and other similar issues.
(6) 
In coordination and cooperation with the Borough Administrator/Assistant Administrator/Human Resources Officer, execute and enforce any discipline deemed appropriate by the Borough Administrator in consultation with the appropriate members of the governing body, as a result of a reasonable and unbiased investigation that substantiates the underlying discipline.
(7) 
Recommend projects that are routine in nature as well as capital projects; and recommendations for dealing with unanticipated or emergent situations caused by weather events and otherwise; and attend and provide input at all meetings pertaining to planning for Borough projects.
(8) 
Subject to review by the Borough Administrator or designee(s) and approval of the Public Works and Public Utilities Committee of the governing body, develop policies and procedures for the internal operation of the DPWU.
(9) 
Perform all duties required by all Department directors as may be established by the governing body, as well as other related ordinances of the Borough and those required by general law.
The Department of Public Works and Public Utilities shall have such administrative support staff as may be deemed necessary by the Director, subject to the approval of and recommendation of the Public Works and Public Utilities Committee, and appointment by the governing body, and such personnel shall perform such duties as may be prescribed by an approved job description and such related duties as determined by the Director. Notwithstanding the generality set forth above, there shall be the position of Executive Assistant to supervise and provide day-to-day administrative assistance and support.
A. 
Under direction, performs highly responsible and complex technical and associated departmental work involved in maintaining records, preparing charts and graphs, analyzing work orders, is responsible for the requisitioning or purchasing of materials, supplies, and services of the Department, and overseeing the administration needs and requirements of public works employees; and is responsible for assisting the Director in the completing of the less complex departmental and institutional functions by safeguarding established policies and procedures.
B. 
Qualifications. The individual must meet one of the following or a combination of both experience and education:
(1) 
Possession of an associate's degree; or
(2) 
30 semester-hour credits; or
(3) 
Five or more years' professional experience in management with responsibility for planning, organizing, coordinating, staffing, reporting, and/or budgeting, or in assisting with program development and/or implementation.
C. 
Duties:
(1) 
Assists, as directed, in development, review, interpretation, and control of objectives, policies, and procedures.
(2) 
Assists, as directed, in planning and organizing programs.
(3) 
Recommends organizational arrangements, performance criteria, and administrative policies designed to help achieve organization and program goals.
(4) 
Receives, reviews, and approves vendors' claims prior to submission to the Chief Financial Officer (or designee thereof), and, after purchase orders have been prepared, supervises the posting of purchase order information into purchase ledgers.
(5) 
Receives, reviews, and approves vendors' claims and forwards them to the Chief Financial Officer (or designee thereof).
(6) 
Supervises the checking and posting of vendors' claims.
(7) 
Oversees the receiving and storage of materials and supplies.
(8) 
Maintains liaison with vendors and the Chief Financial Officer (or designee thereof) on prices, errors, and complaints on delivery.
(9) 
Maintains liaison with unit heads and confers with them regarding their needs for materials and supplies.
(10) 
Suggests the use of substitutes or alternative products.
(11) 
Arranges for the direct purchase of items which do not require the advertising of bids by the Chief Financial Officer (or designee thereof).
(12) 
May be responsible for preparing routine purchase specifications.
(13) 
Interviews sales representatives who have been authorized by the Chief Financial Officer (or designee thereof) and makes recommendations for purchases.
(14) 
Receives budgetary estimates for purchases requested by unit heads and consults with the department head as to what purchases should be approved or reduced based on past performance.
(15) 
Compiles data required for the preparation of the budget.
(16) 
Reviews budgetary appropriations for materials and supplies and advises the department head as to over expenditures or the need for additional appropriations.
(17) 
Supervises the maintenance of a perpetual inventory.
(18) 
As directed, serves as liaison to other departments and divisions to alleviate management and administrative problems.
(19) 
As directed, addresses organizational unit or department projects concerns on behalf of the Director and advises on matters requiring attention.
(20) 
Drafts correspondence in the course of official duties.
(21) 
Prepares and oversees preparation of clear, sound, accurate, and informative reports containing findings, statistical information, analyses, conclusions, and recommendations.
(22) 
Assists with maintenance of essential records and files.
(23) 
Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
A. 
The Department of Public Works and Public Utilities shall be organized into one or more divisions as shall be recommended by the Director, Borough Administrator, and the Public Works and Public Utilities Committee of the governing body, subject to the approval of the governing body. Any reorganization that calls for changes in the number of divisions, or in numbers of personnel, shall be submitted to Borough Council for its approval in accordance with § 10-27 of the Borough Code.
B. 
Pursuant to above, the following divisions are hereby created within the Department of Public Works and Public Utilities:
(1) 
Solid Waste.
(2) 
Fleet Maintenance.
(3) 
Grounds.
(4) 
Buildings.
(5) 
Beaches and Streets.
(6) 
Water, Sewer and Stormwater.
C. 
Division of Solid Waste is responsible for managing the entire waste management lifecycle, from picking up trash and recyclables at residential and commercial locations to transporting the waste to processing facilities or landfills. This Division shall manage a wide range of solid waste, including garbage, rubbish, ashes, street cleanings, and other non-industrial waste. They may also be involved in the management of waste and construction debris.
D. 
Division of Fleet Maintenance is responsible for keeping the municipality's vehicles and equipment in good working order. This involves routine repairs, maintenance, and inspections; the purchasing and distribution of fuel for the municipality's vehicles, ensuring a cost-effective and efficient fuel supply. This Division is responsible for ensuring that all vehicles are properly registered and that all applicable regulations and safety standards are met.
E. 
Division of Grounds is responsible for maintaining lawns, flower beds, shrubs, trees, and other plant materials in parks, public grounds, and along streets and roadways, as well as soil preparation, seeding, and planting, weeding, trimming, and pruning; fertilizing, pest control, and watering; snow removal; and maintenance of recreational facilities, athletic fields, including turf management, striping, and ensuring safe playing surfaces.
Groundwater Recharge: Taking steps to maintain or enhance groundwater recharge through appropriate landscaping and stormwater management practices.
F. 
Division of Buildings is responsible for cleaning and repairing all Borough-owned buildings, dealing with problems such as heating and air conditioning, plumbing and electrical repair, and small construction projects. This Division is also responsible for "special events" (as determined by the governing body) and safety inspections.
G. 
Division of Beaches and Streets is responsible for maintaining and improving the public infrastructure and facilities related to beaches and streets within the municipality, including but not limited to:
(1) 
Beaches:
(a) 
Beach maintenance and cleaning such as raking and removing debris, managing trash, and recycling, and maintaining the overall appearance and safety of the beach area.
(b) 
Beach access maintenance such as ensuring access points, such as ramps and walkways, are maintained and accessible for all, including those with disabilities.
(c) 
Beach facility maintenance such as the upkeep of amenities like boardwalks, and other structures related to beach use.
(2) 
Streets:
(a) 
Road and street maintenance and repair includes sweeping streets, filling potholes, repairing, and maintaining blacktop.
(b) 
Stormwater system maintenance includes street sweeping and the cleaning and repairing catch basins and drainage facilities to prevent flooding.
(c) 
Traffic sign maintenance includes ensuring traffic signs are in good condition and visible.
(d) 
Snow and ice removal: clearing snow and ice from roadways during winter weather events.
(3) 
Marina. Public works departments play a vital role in the maintenance of marinas, ensuring they are safe, clean, and environmentally responsible. Their tasks encompass a broad spectrum of activities, including, but not limited to:
(a) 
Infrastructure and grounds maintenance.
(b) 
Dock and pier inspection and repair.
(c) 
Walkway and common area upkeep.
(d) 
Building and facility maintenance.
(e) 
Utility maintenance.
(4) 
Division of utilities. As established by Borough ordinance including, but not exclusive to, Chapters 468 (Storm Sewer System), 470 (Stormwater Management), 542 (Water and Sewers) and/or state Law.
A. 
Each division of the Department shall have such supervisory and other personnel as may be deemed necessary by the Director, subject to the approval of and recommendation of the Public Works and Public Utilities Committee, and appointment by the governing body, and such personnel shall perform such duties as may be prescribed by an approved job description and such related duties as determined by the Director. Without limiting the generality of the foregoing, there shall be three working divisional supervisors to supervise and provide day-to-day operational direction to employees in multiple divisions as follows:
(1) 
Solid Waste, Beach and Streets, Fleet Maintenance.
(2) 
Buildings, Grounds, Safety and Control.
(3) 
Water, Sewer and Stormwater.
B. 
Each divisional working supervisor shall, pursuant to direction of the Director, be responsible for, among other things:
(1) 
Supervising and coordinating work.
(2) 
Operational management.
(3) 
Technical assistance and project coordination.
(4) 
Budgetary input.
(5) 
Staff management.
(6) 
Ensuring compliance and safety.
(7) 
Record keeping and reporting.
C. 
Under direction, the Supervisor shall generally supervise and work with Public Works and Public Utilities employees engaged in the construction, operation, maintenance, and repair of Public Works and Public Utilities facilities, including but not limited to streets, parks, public buildings, public property, sewer, stormwater, and water. Supervisor may be required to operate, check, service and make minor repairs to trucks and other maintenance and construction equipment and do related work as required.
(1) 
To have supervisory responsibility for control over work operations and subordinates and is accountable to his superiors for the quality and quantity of work done.
(2) 
To plan weekly or monthly work schedules and the sequence of operations for subordinates; and to establish deadlines and priorities on the basis of general work schedules, methods and policies established by the Director/Superintendent of Public Works and Public Utilities.
(3) 
To select individual workers and assign that particular worker tasks to be performed; to explain work requirements, methods and procedures as required. Instruct subordinates on difficult work operations and review work in progress; and to determine equipment, material and maintenance required for specific projects and assure that material is ordered and delivered to work sites so as not to delay work.
D. 
Qualifications:
(1) 
Four years of experience in construction, maintenance, and/or repair of streets, sewer, water, sanitation or other public work facilities or similar heavy construction.
(2) 
License and/or certifications in any discipline within any division of this Department is preferred, unless required by the State of New Jersey and/or New Jersey Department of Environmental Protection.
(3) 
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.
(4) 
Appointees may be required to possess a valid Commercial Driver's License (CDL) and applicable endorsements for the class and type of vehicle being operated.
(5) 
While the Supervisor is not required to possess a CPWM certification, it is nonetheless desirable that the Supervisor pursue the requirements to obtain such certification in a timely manner.
E. 
Duties:
(1) 
Supervises and performs loading, unloading, and applying sand and street repair materials, in cutting brush and mowing grass, and in emptying refuse containers, loading refuse, and disposing of refuse.
(2) 
Supervises employees engaged in installing, maintaining, and repairing water mains, pipes, valves, pumps, hydrants, and other equipment in sewage and/or water treatment plants and other related facilities.
(3) 
Removes water meters, dismantles and assembles water meters, and takes water readings.
(4) 
Operates, checks, services, and makes minor repairs to trucks, tractors, road graders, compressors, snow plows, ground hogs, grass cutters, and other road and street equipment.
(5) 
Supervises employees engaged in installation, painting, repair, and maintenance of road and street signs.
(6) 
Ensures that safety precautions are taken to protect the public from injury during repair activities.
(7) 
Inspects and checks completed work to determine if desired objectives are achieved.
(8) 
Provides instruction and guidance to employees.
(9) 
Performs special assignments.
(10) 
Prepares reports with recommendation as appropriate.
F. 
Knowledge and abilities:
(1) 
Knowledge of procedures, materials, and tools used in cleaning, maintaining, and repairing streets, sewers, water, sanitation facilities, sewage plant equipment and pumps, and water treatment plant equipment.
(2) 
Ability to direct subordinates, provide them with advice/assistance when difficult and unusual problems arise, and check their work to see that proper procedures are followed and desired objectives are achieved.
(3) 
Ability to organize assigned work and develop effective work methods.
(4) 
Ability to maintain records.
(5) 
Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
(6) 
Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
