There shall be a finance department the head of which will be the city treasurer. The treasurer may create divisions in the department, with the approval of the city manager, the officers of which shall be appointed by the city manager and under the direction of the treasurer. The numbers of employees shall be determined by, and each such employee shall be appointed by the city manager, provided that the city manager may delegate this power to the treasurer.

A. 
There shall be a city treasurer who shall be appointed by the city manager. The appointment shall be approved by the city council.
B. 
The treasurer is the custodian of municipal funds. She or he shall keep an itemized account of money received and dispersed and pay money on vouchers drawn against appropriations.
C. 
The treasurer shall give a bond to the municipality in an amount or with surety which the council directs. The premium on the bond shall be paid by the city.
D. 
The treasurer shall also have the following duties:
1. 
To head the finance department, supervise employees and assure a financial and accounting system which meets or exceeds professionally accepted standards for a governmental accounting system; to develop and direct financial policies and procedures;
2. 
To plan, direct, coordinate and evaluate the budgetary, revenue collection, disbursement, investment, asset management and risk management activities of the city, under the direction of the city manager;
3. 
To compile the annual budget of the city based on detailed department estimates and work programs, and to control it, under the direction of the city manager;
4. 
To certify all appropriation encumbrances as to availability of appropriation balances and funds;
5. 
To prepare, or assist in the preparation of, all periodic financial reports and other reports or data which may be required by law or regulation, or in connection with a bond issue, grant application, capital project request, audit or otherwise;
6. 
To provide professional advice and training, develop financial strategy, estimate revenues, supervise investments and otherwise perform such duties as the city manager may require;
7. 
To conduct fair hearings upon the request of a person requesting one under an applicable code provision.
