There shall be a public safety department with public safety responsibilities, the head of which shall be a public safety director, who may be the chief of police, appointed by the city manager, with the concurrence of the city council, for an indefinite term and removable by the city manager.

A. 
It is the responsibility of the head of the public safety department to exercise control and supervise and direct the operations of the public safety department.
B. 
The public safety director shall maintain such records for each department, as the city manager may require and submit regularly to the office of the city manager.
C. 
The public safety department and its officers shall apprehend and arrest and bring to justice all violators of the ordinances of the city, suppress all riots, affrays and unlawful assemblies which may come to its knowledge, and generally keep the peace; serve all warrants, writs, executions, and other processes properly directed and delivered to them; apprehend and arrest persons violating federal and state laws, as provided by law, and turn them over to the proper authorities; and in all respects perform all duties pertaining to the offices of public safety officers.
D. 
All public safety officers shall be appointed by the public safety director, with concurrence of the city manager and all officers appointed shall be officers of the city.

A. 
A person may not be employed as a city corrections officer unless, not later than one year from the date of hire or the expiration of the probationary period, whichever is longer, the person has a valid certificate issued by the Alaska Police Standards Council under AS 18.65.242.
B. 
All persons employed by the city correctional facility shall meet the requirements of AS 18.65.130—18.65.290 that are applicable to municipal correctional officers.
