A.
Independent of any prosecution for violations of any provision of this title, the city may discontinue sewer service where defective fixtures or misuse of water and sewerage facilities may affect the safe and proper operation of the city sewerage system, where there is a refusal to permit an inspection by the city, or when the customer's payments are more than sixty days delinquent.
B.
Where the user is served by the water system, disconnection shall be by shutoff of water service to the property.
C.
Where the user is not served by the water system, disconnection may be made by excavating and exposing the building sewer within the right-of-way or easement and capping the pipe.
D.
In order for service to be reinstated, the user shall pay, in advance, for the full cost of delinquent charges, plus all charges associated with the disconnection and reconnection operations.
