All areas within the city limits shall use the city street addressing system. All primary structures on a parcel shall be assigned a street address. Accessory structures may also receive an address, if the property owner desires.

The map entitled "Street Addressing Map," is adopted as the official street addressing map of the city. All addresses shall be assigned and displayed in accordance with the official map. The official street addressing map shall be kept on file, administered, and maintained by the city planning department.

A. 
The grid lines used as starting points for numbering are defined as follows:

The north-south meridian line used as the starting point for east-west numbering shall be Central Avenue from its beginning point at the Nushagak River until its ending point at G Street and then following a line directly north to the city limits.

The east-west base line used as the starting point for north-south numbering shall be a line beginning at the intersection of the Nushagak River with Second Avenue East and continuing directly east to the city limits; and the Nushagak River continuing west from the intersection with Second Avenue East until the confluence with Squaw Creek, then up Squaw Creek until the intersection with the Dillingham-Kanakanak Road, then southwesterly on the Dillingham-Kanakanak Road until the intersection with Lake Aleknagik Road, then following a line directly west to the city limits.
B. 
By using the designated base and meridian lines there is established a beginning or zero point for numbering sequentially in four quadrants.
C. 
All roads, streets and alleys running generally north and south shall be numbered from the east-west base line consecutively to the extremities of such roads, streets or alleys. Roads, streets and alleys running generally east and west from the north-south meridian shall be numbered in the same manner.
D. 
Numbers will only be given off of a recognized named street.
E. 
Whenever possible and practical, one hundred numbers shall be allowed to each block. New blocks of one hundred shall begin every five hundred feet of ground, or existing streets shall be assigned the one hundred block nearest the five hundred foot interval.
F. 
Numbering of each block begins with zero and a new number is assigned for every twenty lineal feet of road frontage.
G. 
Buildings on the north and east side of any road will be assigned an even number. Buildings on the south and west side of any road will be assigned an odd number. In the case of a corner lot, the number is determined by the road the entry faces.
H. 
The exact number is assigned to the twenty foot interval nearest the entry to the building.
I. 
Duplexes will receive two numbers. Apartment buildings with a common entrance will receive one number followed by apartment A, B, C, etc. or 1, 2, 3, etc.
J. 
Large buildings with multiple entrances, including apartments, may receive a number for each entrance that faces a road, street, etc.

Nothing in Section 17.30.030 should be interpreted so as to prevent the planning department from deviating on a case by case basis from the standards when necessary to produce a more consistent and logical numbering system where topography or other physical limitations dictate.

The property owner of a building with an assigned address is responsible for displaying and maintaining the assigned number in a conspicuous location which is clearly visible from the road which the address is assigned. The number should be placed on the building, and when the building is not visible from the road, the number should also be placed at the primary entry driveway.

The city will notify property owners in writing at least thirty days before the effective date of the initial assignment of addresses or any subsequent change of address.

Failure or refusal by a property owner to display an address as required in Section 17.30.050 shall be an infraction. Upon conviction, the court shall levy a fine as set forth in Section 1.20.040 and assess any surcharge required to be imposed under AS 12.55.039. Each day that an unlawful act or condition continues constitutes a separate violation.
