The provisions of § 66.0435, Wis. Stats., as may be amended from time to time, are hereby adopted by reference.

As used in this chapter, the following terms shall have the meanings indicated:
Means a manufactured and mobile home community.
Means any person licensed to operate and maintain a manufactured and mobile home community under this section.
Means any plot or plots of ground upon which 3 or more manufactured homes or mobile homes, occupied for dwelling or sleeping purposes, are located, regardless of whether a charge is made for the accommodation.
Means any of the following and includes any additions, attachments, annexes, foundations, and appurtenances:
Means a vehicle manufactured or assembled before June 15, 1976, designed to be towed as a single unit or in sections upon a highway by a motor vehicle and equipped and used, or intended to be used, primarily for human habitation, with walls of rigid uncollapsible construction, which has an overall length in excess of 45 feet. "Mobile home" includes the mobile home structure, its plumbing, heating, air conditioning and electrical systems, and all appliances and all other equipment carrying a manufacturer's warranty, and includes any additions, attachments, annexes, foundations and appurtenances.
Means any natural individual, firm, trust, partnership, association, corporation or limited liability company.
Means a plot of ground within a manufactured and mobile home community, designed for the accommodation of one manufactured or mobile home.
Means a single manufactured or mobile home.
A.
Restricted. No occupied unit shall be permitted to be located in the Village unless the same is in a licensed community, except those mobile homes occupied outside of a community on the effective date of this chapter.
B.
Exceptions.
(1)
Subsection A above is not intended to restrict the location of one- and two-family manufactured homes which meet the applicable one- and two-family standards set forth in Ch. 101 of the Wisconsin Statutes Annotated, and the requirements of Chapter 550, Zoning, of the Village of Slinger Village Code.
(2)
Notwithstanding other provisions of this subsection, the Village Board may, upon application, issue a special permit for the location of a mobile home outside a community for temporary use solely as a field office, and such permit shall specifically state the expiration date thereof which shall not exceed 12 months.
No person shall establish or operate upon property owned or controlled by them within the Village a community without having first secured a license therefor from the Village Board. The application for such license shall be made to the Village Clerk and shall be accompanied by a fee as set from time to time by resolution of the Village Board for each space in the existing or proposed community. Such community shall comply with Wis. Admin. Code Ch. SPS 326, Manufactured Home Communities, which is hereby adopted by reference, as may be amended from time to time, and all zoning requirements set forth in Chapter 550, Zoning, of the Village of Slinger Village Code.
Licensees of a community shall furnish the required information to the Village Clerk and Village Assessor on such homes added to the community within five days after their arrival on forms furnished by the Village Clerk.
There is imposed on each unit located in a community within the Village a monthly permit fee, which such amount is to be determined in accordance with § 66.0435(3)(c), Wis. Stats. The fees shall be paid to the Village Clerk on or before the 10th day of the month following the month for which they are due.
It shall be the full and complete responsibility of the licensee and/or community operator of a community to collect such fees from each unit therein and to remit such fees to the Village Treasurer. Failure to do so is to be treated like a default in payment of personal property taxes and subject to all procedures and penalties applicable under Chs. 70 and 74 of the Wisconsin Statutes Annotated.
The owner of the land on which a unit is located outside of a community may collect the fee from the owner of the unit and, on or before January 10 and on or before July 10, shall transmit to the Village Treasurer all fees owed for the six months ending on the last day of the month preceding the month when the transmission is required.
Except as otherwise specifically provided in this chapter, any person who shall violate any provision of this chapter or any order, rule or regulation made hereunder shall be subject to a forfeiture as provided in § 1-2 of the Village of Slinger Village Code.
