A. 
At the completion of examination requirements set forth in Article V, the Commission shall rank all passing applicants on a list from top to bottom, with the highest overall score at the top and the lowest passing score at the bottom.
B. 
Applicants for a police officer position, who qualify for veterans' preference points, shall have those points added to their passing score prior to being ranked on the eligibility list.
C. 
If two or more applicants are tied in their final scores, the order in which the names of persons tied shall appear on the eligibility list by whomever completed the written test in the shortest time.
The eligibility list will be valid for one year from the date the Commission formally adopts the eligibility list. Before the expiration of the one year, the Commission may extend the validity of the eligibility list up to an additional 12 months by a majority vote of the Commission at a duly authorized Commission meeting. In the absence of a lawful extension by the Commission, the list shall expire.
Whenever the Borough Council determines the need for a reduction in the number of police officers, the Commission shall prepare and maintain a list of the names of all such furloughed officers, together with the position held by each such officer at the time of furlough. The names on the furlough list shall be arranged in priority order based on each furloughed officer's length of service with the Manheim Borough Police Department.
A. 
In addition, for other reasons stated as grounds for removal in these rules, the name of any person appearing on a furlough list or an eligibility list shall be removed by the Commission if such person:
(1) 
Is appointed to a position in the Police Department; or
(2) 
Declines an appointment to a permanent position in the Police Department; or
(3) 
Fails to make a written reply to the Commission seven calendar days from the date of mailing of a notice of certifications; or
(4) 
Indicates their availability for appointment and is appointed to fill a vacancy but fails to report for duty at the time prescribed unless, in the opinion of the Borough Council, such person can show good and sufficient cause for failure to report.
B. 
Nothing in this section, however, shall be construed as authorizing the removal of the name of a person from a furlough list or eligibility list who refuses or accepts a position of a lower rank than that from which furloughed, or for which was eligible on a Commission list.
