A. 
An applicant with a conditional offer of employment shall be subject to a medical and psychological examination and a determination by a licensed medical physician that the conditional appointee is capable of performing all of the essential functions of the position.
B. 
There shall be no physical or psychological medical examination prior to the conditional offer of appointment.
A. 
An applicant with a conditional offer of employment shall be subject to a background investigation. Background investigations may be restricted to those candidates on an eligibility list or those to be certified by the Borough Council for appointment.
B. 
The Commission or its agent may make a background investigation of the character and reputation of the applicant and may include *credit reports and reports of investigation from recognized agencies.
*Credit reports are not sufficient to disqualify an applicant. If information from credit reports or a criminal records investigation forms part of a basis for disqualification of an applicant, the applicant will be notified.
A. 
Polygraph examinations shall be completed on an applicant who has received a conditional officer of employment for the Police Department, except under conditions specifically in Subsection B.
B. 
Polygraph examinations may be waived if the applicant has recently submitted and passed a polygraph examination for previous employment as a police officer and all of the following conditions are met:
(1) 
The applicant's prior polygraph results are available during the background investigation for employment;
(2) 
The Civil Service Commission waives the polygraph requirement under this section; and
(3) 
The Manheim Borough Police Association waives the polygraph requirement under this section.
