"Newspaper"
means a publication which meets all of the following criteria:
(A) 
It contains no more than 75 percent advertising in any issue; paid advertising shall be deemed to be advertising; and
(B) 
The advertising material printed in any issue is printed so as to be substantially integrated with and interspersed with the other nonadvertising materials printed in such issue; and
(C) 
It is regularly published at stated intervals, not less than 12 times per year, and bears a date of issue and is numbered consecutively; and
(D) 
It is originated, published and distributed for the dissemination of information of a public character, or is devoted to literature, art or the sciences; and
(E) 
The publisher has filed with the Clerk of the Board of Supervisors the current name, business address and telephone number of the publisher, managing editor and person in charge of distribution; and
(F) 
It discloses in each issue the address of the person with whom recipients may give notice that they do not wish to receive future publications, in substantially the following form:
NOTICE: If you do not wish to receive this publication, write us a letter so stating, providing us your name and street address. Address your letter as follows: (name and address of distributor). Upon receipt of your letter we will discontinue further deliveries to you.

No person shall place or throw upon any private yard, lawn, driveway, sidewalk or steps, or in any part of any structure, or upon any vacant property in the County any printed or written materials of any kind whatsoever, including newspapers, if the intended recipient thereof, or the owner, occupant or resident of any property where such materials are left or intended to be left, has notified the distributor or disseminator of such material that they do not wish to receive such materials. Such notice may be given to a distributor or disseminator of printed or written materials by a written communication to the distributor or disseminator of such material. The distributor or disseminator of such material shall keep a record of all such notices.

No person shall place or throw upon any private yard, lawn, driveway, sidewalk, or upon any vacant property in the County, any advertising material, including any sample, handbill, dodger, circular, booklet or other notice of commercial advertising, without the consent of the occupant or owner of the property. Newspapers, as defined in SCCC § 5.04.010, shall be exempt from this section.
