Vehicles traveling in a lawful manner upon the following roads, designated as "through highways," shall have the right-of-way over vehicles approaching from intersecting highways, roads, streets, lanes and alleys:
41st Avenue, from East Cliff Drive to Soquel Drive, excepting that portion within the city limits of Capitola;
All State highways;
Amesti Road, from Green Valley Road to Brown Valley Road;
Aptos Beach Drive, from Rio Del Mar Boulevard to the Esplanade;
Beach Road, from the city limits of Watsonville southerly for its entire length;
Bear Creek Road, from State Highway 9 to the Santa Clara County line;
Branciforte Drive, from the city limits of Santa Cruz northerly for its entire length;
Capitola Road, from the city limits of Santa Cruz to the city limits of Capitola;
Carlton Road, from State Highway 152 to State Highway 129;
Casserly Road, from Green Valley Road to State Highway 152;
Center Avenue, from State Park Drive easterly to Seacliff Drive;
Cliff Drive, from Rio Del Mar Boulevard to its end;
Clubhouse Drive, from Rio Del Mar Boulevard to Sumner Avenue;
East Cliff Drive, from the city limits of Santa Cruz to 41st Avenue;
East Zayante Road, from Graham Hill Road to Upper Zayante Road;
Empire Grade, from the city limits of Santa Cruz to Jamison Creek Road;
Freedom Boulevard, from the city limits of Watsonville to Rob Roy Junction (State Route 1);
Glen Arbor Road, from State Highway 9 to Brookside Drive;
Glenwood Road, from the city limits of Scotts Valley northerly for its entire length;
Graham Hill Road, from the city limits of Santa Cruz to Mount Hermon Road;
Green Valley Road, from the city limits of Watsonville to Hazel Dell Road;
Hihn Road, from Glen Arbor Road southerly for its entire length;
Jamison Creek Road, from Empire Grade Road to State Highway 236;
Mount Hermon Road, from Scotts Valley Drive to State Highway 9;
Porter Street-Soquel-San Jose Road, from the city limits of Capitola to Summit Road;
Portola Drive, from 17th Avenue to the city limits of Capitola;
Rio Del Mar Boulevard, from State Highway 1 to the Esplanade;
San Andreas Road, from State Highway 1 to Beach Road;
Seacliff Drive, from Center Avenue to Spreckels Drive;
Seascape Boulevard, from Sumner Avenue to San Andreas Road;
Soquel Avenue, from the city limits of Santa Cruz to the Paul Sweet overcrossing;
Soquel Drive, from the Paul Sweet overcrossing to Freedom Boulevard;
Sumner Avenue, from Rio Del Mar Boulevard southerly for its entire length;
Summit Road, from Soquel-San Jose Road to the Santa Clara County boundary;
Townsend Drive, from Rio Del Mar Boulevard to Cliff Drive.

(A) 
Upon approach from the side of, or from any intersecting highway, road, street, lane or alley, any of the through highways described in SCCC § 9.12.010, it is unlawful for the operator of any vehicle to fail to bring the vehicle to a complete stop before entering upon such highway.
(B) 
The Board of Supervisors shall place or cause to be placed stop signs at the locations designating the places where such vehicles shall stop. This section shall not be enforceable if, at the time of any alleged violation thereof, the signs were missing, effaced or mutilated so that an ordinarily observant person would not be apprised of, or aware of, the requirement to stop.
(C) 
If the signs required by this chapter are actually placed or in place at the places hereinbefore referred to and described, it shall conclusively be presumed that they were so placed and put in place by the Board of Supervisors of the County of Santa Cruz.
