There shall be a street maintenance division in the Street Department, the head of which shall be in the unclassified service. The duties and responsibilities of this division shall be to maintain the City's street system, including public sidewalks, alleys and public parking facilities, and to perform all authorized construction projects not let to private contract.

There shall be a storm drain division in the Street Department, the head of which shall be in the unclassified service. The duties and responsibilities of this division shall be to maintain the City's storm drainage system and perform all authorized construction projects not let to private contract.

There shall be a street sanitation division in the Street Department, the head of which shall be in the unclassified service. The duties and responsibilities of this division shall be to provide for and administer an efficient solid waste management program including the recovery and reuse of waste materials.

There shall be a parkways and boulevard division in the Street Department, the head of which shall be in the unclassified service. The duties and responsibilities of this division shall be to maintain and cultivate the public parkways and planting areas along the City street system, including the trees and shrubbery thereon.
