The Electric Department shall be under the direct supervision of the Director of Electric Utility and shall be organized into divisions as provided herein. The Assistant Director of Electric Utility, who shall be in the unclassified service, shall directly assist the Director of Electric Utility in supervision, as well as in the overall general administration of the Electric Department; shall direct the planning, engineering, and operations of the City electric system, electrical generating facilities and power acquisition activities; shall act in the capacity of the Director of Electric Utility in his/her absence, and do the work of the Director of Electric Utility as required; all in accordance with the direction, orders, rules and regulations of the Director of Electric Utility.

The power supply development and licensing division of the Electric Department shall be under the immediate supervision of a division manager, who shall be in the unclassified service. The duties and responsibilities of the division shall be to develop and negotiate various agreements and obtain the necessary permits and licenses to design, construct and operate power generation projects.

The joint action projects division of the Electric Department shall be under the immediate supervision of a division manager, who shall be in the unclassified service. The duties and responsibilities of this division shall be to coordinate joint power agency activities.

The power supply contracts division of the Electric Department shall be under the immediate supervision of a division manager, who shall be in the unclassified service. The duties and responsibilities of this division shall be to analyze existing bulk power supply options and coordinate power supply contracts.

The energy conservation and services division of the Electric Department shall be under the immediate supervision of a division manager, who shall be in the unclassified service. The duties and responsibilities of this division shall be to develop and administer energy conservation programs and to provide other customer service activities as may be assigned to the division.

The training and services division of the Electric Department shall be under the immediate supervision of a division manager, who shall be in the unclassified service. The electrical planning division of the Electric Department shall be under the immediate supervision of a division manager, who shall be in the unclassified service. The overhead division of the Electric Department shall be under the immediate supervision of a field foreman, who shall be in the unclassified service. The duties and responsibilities of this division shall be to supervise the construction and maintenance of the overhead transmission and distribution system, and street lighting system of the City.

The underground division of the Electric Department shall be under the immediate supervision of a field foreman, who shall be in the unclassified service. The duties and responsibilities of this division shall be to supervise the construction and maintenance of the underground transmission and distribution system of the City.

The substation maintenance division of the Electric Department shall be under the immediate supervision of a field foreman, who shall be in the unclassified service. The duties and responsibilities of this division shall be to supervise routine day-to-day maintenance of the electric system transmission and distribution substations, and supervisory control systems.

The municipal services division of the Electric Department shall be under the immediate supervision of a field foreman, who shall be in the unclassified service. The duties and responsibilities of this division shall be to supervise the day-to-day maintenance of the automatic controls for traffic signals and meters.
