The Water and Sewer Department shall be under the direct supervision of the Director of Water and Sewer Utilities. The Water and Sewer Department shall be organized into the divisions as provided in this chapter.

The construction, operation and maintenance division shall be under the immediate supervision of a water general foreman who shall be in the unclassified service. The duties and responsibilities of this division shall be as follows:
(a) 
To operate and maintain the general water system for supplying the requirements of the various consumer customers of the City.
(b) 
To operate and maintain the pumping plants, supply lines, central valves and storage reservoirs of such system.
(c) 
To operate and maintain a general fire hydrant system for the City.
(d) 
To perform customer services, maintain a proper records system and operate a central yard for the clean and orderly storage of equipment.
(e) 
To construct and install all authorized projects not let to private contractors.

The water engineering division shall be under the direct supervision of the senior water engineer, who shall be in the unclassified service. The duties and responsibilities of this division shall be as follows:
(a) 
To perform the engineering, including the estimating, surveying and drafting required for system expansion.
(b) 
To supervise, inspect and approve for acceptance all system improvements installed by private contractors.

The sewer division shall be under the immediate supervision of the sanitary sewer foreman who shall be in the unclassified service. The duties and responsibilities of this division shall be as follows:
(a) 
To maintain and operate the City's sewage disposal system, including the cleaning, removal, and prevention of stoppages and making of any necessary repairs.
(b) 
The administration of all rules and regulations governing the contract and use of the system by the general public.
(c) 
Perform all authorized projects for extensions, improvements and betterments to the system not let to private contract.

The solar energy construction and maintenance division shall be under the immediate supervision of a solar utility foreman who shall be in the unclassified service. The duties and responsibilities of the division shall be as follows:
(a) 
To maintain the general solar energy utility system provided to various consumer customers of the City.
(b) 
To perform customer services, maintain a proper records system and provide for the clean and orderly storage of equipment.
(c) 
To construct and install all authorized projects not let to private contractors.

The solar energy engineering division shall be under the direct supervision of the senior solar utility engineer who shall be in the unclassified service. The duties and responsibilities of this division shall be as follows:
(a) 
To perform the engineering, including estimating, for solar utility systems.
(b) 
To supervise, inspect and approve for acceptance all solar utility systems installed by private contractors.
