The city manager, or the chief of police, or his designated representative, may cause the closure of any playlot, playground, or park during normal public use hours if the city manager or the chief of police determines that such closure will protect the public health, safety and/or welfare, or as necessary to protect parks facilities and other public-related lands from misuse or destruction. In the event of closure by the city manager or the chief of police, it is unlawful for any person to participate in any activities on any portion of any playlot, playground, or park, providing the city manager or the chief of police has caused notice of amended park hours to be posted in conspicuous locations in the affected park, playlot or playground at least six hours prior to the effective time of such change.
