For the purpose of these regulations, the words and phrases used herein shall have the following meanings except in those instances where the context clearly indicates a different meaning.
BACKFLOW
The reversal of water flow from a customer's plumbing system back into the public water supply.
BACKFLOW PREVENTION DEVICE (BFP)
An approved mechanical device designed to prevent Backflow.
COMMISSIONERS
The Erving Select Board, acting as the Board of Water Commissioners.
CROSS-CONNECTION
Any actual or potential connection between a distribution pipe of potable water supplied by the Public Water System and any waste pipe, soil pipe, sewer, drain or any other unapproved source. Without limiting the generality of the foregoing, the term "cross-connection" shall also include any bypass arrangement, jumper connection, removal portion, swivel or changeover connection and any other temporary or permanent connection through which Backflow can or may occur.
METER
An instrument or device, including any appurtenances thereto, for measuring the flow of water consumption at a building or Property, installed by or at the order of the Commission, which may be used for billing by the Commission.
NEW WATER MAIN INSTALLATIONS/EXTENSIONS CHARGE
Shall include the Commission's material, equipment, labor, and as per the Commission's Guidelines and Policies. Paving, flowable fill, rock excavation, frost excavation, concrete removal, and hauling in suitable fill are not included in this charge.
OWNER
A Person(s) who alone or jointly or severally with others has the legal title to any Premises.
PUBLIC WATER SUPPLY
The water and/or groundwater that is provided to the public for human consumption.
PUBLIC WATER SYSTEM (PWS)
A system that provides piped water for human consumption to at least 15 service connections or regularly serves at least 25 individuals daily for at least 60 days of the year.
REQUIREMENTS FOR SITE PLANS
The document that describes the information that must be included in Site Plans submitted to the Commission. A Site Plan is required by the Commission for review and approval by the Superintendent of a proposed connection or reconstruction, repair or modification of a Water Service Pipe or Fire Service Pipe or appurtenance, which connects to the Commission's water distribution system. (The document also includes requirements for connections to the Commission's sanitary and combined sewers systems.)
RESIDENTIAL
A classification of Water Users and/or Wastewater Users that use or engage in providing housing facilities, which include all dwellings, tenements, apartments, trailer houses (single), and other forms of housing.
SHUT-OFF
A temporary cessation of Water Service at the Premises as requested by the Customer or as required by the Commission in accordance with these Rules and Regulations.
SUPERINTENDENT
The Superintendent of the Erving Water Department, or their designee.
WATER SERVICE CONNECTION
The connection and the associated valves and appurtenances from the water main for the purpose of supplying water and for fire protection and suppression to the curb stop. The Commission owns the Water Service Connection.
WATER SERVICE PIPE
The piping and associated valves and appurtenances that extend from a Water Service Connection (at the curb stop) to the Commission's Meter for the purpose of supplying water, other than for fire protection and suppression. The Customer owns the Water Service Pipe.
