No person, firm, or corporation shall construct, enlarge, modify, improve, remove, or re-stripe any parking lot within the city without first obtaining a permit to do so.

The fee for parking lot construction or re-striping shall be as set by resolution of the City Council.

(A) 
Plans, engineering calculation, diagrams and other data shall be submitted in three sets with each application for a permit. The Building Official or City Engineer may require plans, computations and specifications to be prepared and designed by an engineer or architect licensed by the state to practice as such.
(B) 
Plans and specifications shall be drawn to scale and shall be of sufficient clarity to indicate the location, nature, and extent of the work proposed and show in detail that it will conform to all relevant laws, ordinances, rules, and regulations pertaining to grading, drainage and handicapped accessibility.

Where work for which a permit is required by this subchapter is commenced or completed prior to the issuance of a permit, the applicant shall pay an inspection fee to the city at the hourly rate as specified by City Council resolution for inspections for which no fee is specifically indicated.
