The Police Department is defined for operational identity and serves as defined by law, ordinance, resolution and direction of the City Manager. The Police Department shall be under the administrative control of the City Manager and the command and operational control of the Chief of Police.
The Police Department is hereby created and subject to the provisions of this chapter is authorized to operate. This department shall have as its main purpose the obligations and duties of enforcing the provisions of this chapter and any other laws and ordinances of the City, the laws of the State and the laws of the United States; and, in addition thereto, shall protect life and property, prevent crime and combat juvenile delinquency.
