It shall be unlawful for any minor person under the age of 18 years to loiter or loaf or to congregate or to be present at or to be upon any public street, way, square, park, place, building or at or in any place of business, or business house, or public dance hall, or other place designed for the accommodation of the public between the hours of 11:00 p.m. of one day and 5:00 a.m. the following day. Any person who has not attained his eighteenth birthday shall be deemed to be under the age of 18 years.
