The City Council hereby finds that the preparation and adoption of certain specific street and highway plans, which are provided for by law, is necessary to implement elements of the general plan, to promote and protect the public health, safety, comfort, convenience and general welfare, to preserve light and air and to provide for future traffic requirements.

All such plans shall constitute specific plans, as provided for and authorized in the State planning and zoning law, shall be based on adopted elements of the general plan, and shall be prepared and adopted in accordance with procedures provided by law pertaining to specific plans.
